Sponsors of the legislation said that has increased the addictive nature of social media platforms and heightened the risk to young users’ well-being.Facebook, Instagram, TikTok and YouTube would all be subject to the legislation that allows users under 18 to opt out of receiving algorithmic feeds, allow parents to allow algorithmic feeds to limit access between 12 a.m. and 6 a.m. and prohibit social media platforms from sending notifications to minors during those same hours without verifiable parental consent.The attorney general’s office would be authorized to bring an action to enjoin or seek damages or civil penalties of up to $5,000 per violation.Back in May, U.S. Surgeon General Vivek Murthy warned that excessive social media use can be a "profound risk" to the mental health of youth in the United States."I’m very concerned that social media has become an important contributor to the pain and the struggles that many of our young people are facing," Murthy said in an interview on ABC News Live.A surgeon general’s advisory is "reserved for significant public health challenges that require the nation’s immediate awareness and action," according to the report released by the surgeon general’s office.The surgeon general said that while we’re in the "middle of a youth mental health crisis" it’s important to identify possible causes. The advisory recognizes that social media has both positive and negative effects on young people, but that ultimately there’s not enough "research and clear data" to determine if it’s "safe" for adolescents to use.。从区域布局看，共建“一带一路”仍然是我国企业对外投资合作的重点方向。2026年1至7月，我国企业在共建“一带一路”国家非金融类直接投资1519.9亿元人民币。对外承包工程方面，我国企业在共建“一带一路”国家承包工程完成营业额6032.8亿元人民币，增长10.8%(以美元计为877.2亿美元，增长15.6%)。 “从数据来看，对外直接投资的同比增长，说明中国企业正积极把握经济全球化带来的机遇，并通过对外投资与各方共同探索行之有效的合作方式。”商务部研究院研究员周密表示，中国企业愿意将自身在技术和管理方面的优势与贸易伙伴分享，构建更为高效的投资联结。

二 | 在当前全球面临剧烈动荡和诸多不确定性冲击的背景下，这种开放合作的姿态尤为可贵。对外投资是对外开放的重要方面。从政策层面来看，近年来，我国持续推进高水平对外开放，不断完善境外投资政策体系。7月1日，《国务院关于对外投资的规定》正式施行，为对外投资提供了制度性框架，明确了对外投资服务、管理、保护等方面的制度措施。

三 | 与此同时，随着我国经营主体“走出去”步伐持续加快，大量跨国企业、涉外集团产生跨境资金集中管理需求。为满足不同规模企业跨境资金池管理需求，中国人民银行、国家外汇管理局搭建分层分类的本外币资金池制度框架，日前发布《关于跨国公司本外币跨境资金集中运营业务有关事宜的通知》，将跨国公司本外币跨境资金集中运营业务推广至全国。业内人士表示，由于全球地缘风险、海外市场不确定性仍存，实体企业对外直接投资趋于谨慎，偏好存量运营、本土化深耕。随着便利化政策持续落地，我国对外投资将聚焦产业链供应链合作、绿色低碳、数字经济等重点领域，进一步服务新发展格局。 “当前，中国对外直接投资仍主要集中于传统制造业领域，未来有望呈现更加多元化的发展态势，在新技术、新产业、新材料等方向的投资动力将进一步增强。这一趋势既与中国自身的发展优势相契合，也回应了各方对中国的期待。
